JOB QUALIFICATIONS AND DESCRIPTION

Position Summary:  The CAC Director shall provide leadership within the CAC program as well as the facilitation of the Multi-disciplinary Team necessary to the success of providing a highly coordinated interviewing process for children who are suspected of being sexually or severely physically abused.  The CAC director shall supervise the employees and volunteers at the CAC.  The CAC Director shall report to the Child Advocacy Center President/Executive Board.

Supervised by:  Child Advocacy Center President/Executive Board

Qualifications:

  • Masters degree in Social Work, Counseling, or similar field, with Forensic Interviewing experience
  • Program management/development experience to include planning, organizing and supervising a program and staff
  • Knowledge of the dynamics of child abuse and neglect including child sexual abuse
  • Knowledge of case tracking and case management
  • Good written and oral communication skills
  • Grant writing experience/knowledge
  • Must be willing to submit to and to successfully complete a thorough background investigation, to include annual DHS central registry checks.

Program management duties:

I. ADMINISTRATION

  1. Perform the overall administrative tasks necessary to the effective operation of the Children’s Advocacy Center.
  2. Implement the board policy and committee work plans.
  3. Identify and employ staff to carry out the program in cooperation with the CAC Board of Directors and make recommendations for the termination of staff.
  4. Integrate and coordinate staff functions, delegate staff responsibilities and supervise staff carrying out assigned tasks.
  5. Establish procedures within the center.

II. COORDINATION

  1. Establish and maintain adequate space for personnel assigned to work at the center.
  2. Participate in investigations as requested by those responsible for the investigation.  This may include assisting as a forensic interviewer for the CAC program as needed and as defined in the job description for Forensic Interviewer.
  3. Provide crisis counseling to children and supportive family members.
  4. Employ staff to provide direct services, which support the investigation.
  5. Provide and file all necessary reports connected to an investigation.
  6. Shall provide consultation to community professionals regarding child sexual abuse issues.
  7. Coordinate efforts necessary to assure on-going training of all personnel involved in the services of the center.

III. PREVENTION PROGRAMS (CAN Council)

    1. Shall act in accordance with the policies and directives of the President/CAN Executive Board.
    2. Shall work with the other CAN staff and the Executive Board of Directors of the CAN council as a member of the prevention team.
    3. Shall work closely with the President/CAN Executive Board on projects, grants, and other activities as required.
    4. Shall be a member of the CAN council’s leadership team.
    5. Shall represent the CAN council at public functions as directed by the President/Executive Board of the CAN council.
    6. Shall create a strategic plan and actively participate in reviews of that plan.

IV. FISCAL ACCOUNTABILITY

    1. Maintain records of income and expenses that assure efficient use of all center resources.
    2. Maintain regular communication with the Financial Manager, to assure that adequate funds are on hand to carry out the mission of the center.
    3. Make regular reports to the center board of the current status of the center’s finances.
    4. Maintain a search of additional funding sources such as federal, state and local grants and foundations.
    5. Shall oversee and/or complete grant applications for the CAC program, including concept development and narrative sections of grant proposals.
    6. Shall participate in all fundraising efforts for the ongoing support of the CAC and CAN council programs.

V. PLANNING FUNCTIONS

    1. Maintain statistics of reports and open cases of child abuse/child sexual abuse in all townships and municipalities and counties served, for the purposes of tracking trends.  These statistics shall include closure and prosecution rates.
    2. Coordinate the planning of the agencies involved to assure that the center will continue to be relevant in their response to child abuse.

VI. MONITORING AND EVALUATION

    1. Initiate and maintain monitoring/evaluation systems for both the program and fiscal aspects of services provided by the center.
    2. Prepare timely and necessary reports and statistics required by the board, funding sources and the public.
    3. Monitor and, as needed, revise all forms used in case-related activities as well as statistical information.

VII. WORKING RELATIONSHIP WITH THE BOARD AND COMMUNITY

    1. Initiate and work with the board, officers, and committee members on the board orientation, education, and in developing programs, policies and guidelines.
    2. Assist in preparation of agendas in cooperation with the President.
    3. Keep all records pertaining to the board, including, but not limited to the board membership lists, minutes of meetings, etc
    4. Attend all board meetings and report on the center operation.
    5. Participate in National, State and local organizations concerned about child abuse.
    6. Monitor all media coverage of the center and its activities.
    7. Shall work with the CAN council to provide public education and professional training in the community.
    8. Network with community providers to develop appropriate treatment resources for the clients.
    9. Be the spokesperson for the center in the community.
    10. Shall oversee development of brochures or informational and promotional materials related to the CAC program.
    11. Shall collaborate with other agencies to develop and implement multi-agency protocols.

VIII. NATIONAL CHILDREN’S ALLIANCE REQUIREMENTS

    1. Shall complete the NCA application process and work with representatives to establish the CAC program as a full member.
    2. Shall insure that the policies and procedures of the CAC are in compliance with the NCA standards.
    3. Shall maintain the NCA accreditation and serve as a representative for this agency both with the National Children’s Alliance and the Michigan Chapter of the NCA.

IX. ADDITIONAL DUTIES ASSIGNED BY THE BOARD
